Am I the only one who’s always hot in this city year-round?

In summer it’s obviously hot because places don’t have AC and the subway is egregious. But I’m so tired of being hot all winter from ridiculously overpowered heating. It’s everywhere. Classrooms, office buildings, stores, apartments. Everywhere has the heat on blast when it’s only like 60 degrees out. Or, my other least favorite, when it drops below 80 for the first time and places just shut their AC off for the rest of the year but also haven’t turned on the heat yet so the building just has no ventilation for weeks? Just stale, warm air?? Why do places here do that instead of just like, lowering the AC? I am so sick of being uncomfortable everywhere I go in this city and sweating more in fall/winter than I did in summer. Is this just me? If not how do other people deal with it?
