Why do people say “Ridgewood, Queens” but not “Bushwick, Brooklyn” or “Harlem, Manhattan”?

Noticing this a lot and curious what the reasoning is.

For example:

• People almost always say Ridgewood, Queens • But just say Bushwick or Harlem without the borough
