Is ConEd running a racket in this city?

Who governs or oversees ConEdison? Two men showed up at my house asking for $500 cash and when I asked if I could pay online they said no, they weren’t waiting and were cutting off our electricity. I’d been enrolled in autopay for years and didn’t realize a charge hadn’t gone through. I googled the letters we were getting requesting cash, and how many scams are going around where people are pretending to be ConEd to get money out of people. The men said they were cutting off our electricity and that whenever we pay our bill it’ll go back on. When I asked for some time to call they got loud and said I was making things difficult. They left (Dale and another one whose name I didn’t catch). I logged into my coned account and say the balance and paid it. Then I called coned to make sure the payment went through and if we were still on disconnect list and they said no. I asked if I could make a complaint about the men who showed up at my house demanding $500 cash, and she saw the record of them, their names and times they were here. They were actual ConEd employees!! If they were scammers they’d be the most impatient ones ever, bc my husband even offered to go to an ATM and they said they wouldn’t wait. I received no formal notice about a cut off, no phone calls, no emails. Weird letters in the mail I unfortunately ignored. ConEd is the literal mob. They can demand money and if you don’t pay they take away the one thing we can’t get somewhere else, at least not conveniently. Who oversees them? Who keeps them accountable?

Update: I am awaiting a call back from ConEd, the first operator I spoke w verified their employment but I’m going to try again. I promise, as naive as this makes me sound, I was in total disbelief it was real or possible until I called ConEd and they verified their employment and were simply apologetic for the interaction.

UPDATED UPDATE: thanks to this thread and hearing how many thought we were being scammed, I called back ConEd and actually still on hold (to speak w a supervisor). They verified that they were real ConEd employees doing a site visit where they are meant to ask if they disconnect our electricity, will it disconnect our heat. They never asked this. They also said our first phone call, had no notes and was listed as telephone verification call. Now I’m waiting for a supervisor/ next steps.

****Updated update on an update: I am still awaiting a call back from the supervisor of the man who was at our door. At this point I’ll be shocked if they actually call back. But I have called for a third time and filed another complaint. What I’ve learned is, yes, ConEd can come knocking on your door and ask for cash and turnoff your electricity if you don’t pay up. In this circumstance it’s possible this employee had more nefarious intentions as he lied about conducting an interview about our heat, told me I couldn’t pay online (I could and I did), or over the phone (also something I could have done). And was overall incredibly unprofessional and rude yelling and calling me difficult for not have $500 in cash on hand. Coned confirmed we weren’t on a shut off list, but yes technically w an outstanding balance they can turn off your power.
