Why are there so many people smoking crack in the subway nowadays?? And what to do when I see it?

I’ve lived here more than half my life and I literally just saw a man in broad fucking daylight smoking crack in Essex St station on the platform. I told some homeless outreach workers about it and all they said was they called the cops and they hopped on the next train that came. WTF is wrong with ppl?
