NYC – was I wrong to call 911 about a man constantly exposing himself on my street?

Okay I have a situation that I wanted to post on here and get some opinions. There is new scaffolding up across the street from where I live and I’ve noticed a couple of new unhoused individuals that have been living there for going on several weeks. I normally don’t really look at them, but i have to walk by them everyday (because they’re literally right across from where i live, etc).
Anyways, there’s a man who’s been living there that last Friday my boyfriend told me to watch out because he’s been sitting there exposed (visibly erect). Saturday, again he was exposing himself, and then Sunday he was walking around aimlessly with again, his penis out. He wasn’t acting aggressively or bothering anyone, just walking around like that.
I live in a highly active area, as well as around many schools and young families, children etc.
Sunday I decided to report it and was recommended to call 911 and just explain the situation. The intake lady was very nice and chill and told me she’d route my call. About 10 minutes later I received a call from a police officer who aggressively started the call by saying “why did you call 911?” Taken aback I briefly explained, he quickly cut me off to say “he’s just sitting here not exposed, doing nothing,” to which I started to explain again “yesterday he was….” He again rudely cut me off and more Intensely said “I’m not talking about yesterday, I’m talking about right now and today.” To which I said, “he was walking around with his penis out 5 minutes ago.” And he responded with attitude, “well he’s not anymore.” To which I said “okay good?” And then he quickly hung up on my face. It was the weirdest phone call and interaction and I genuinely felt intimidated and bad like I should’ve never called.

I understand that the officer arrived after the situation had changed, and I wasn’t claiming the man was still exposed when he got there. But the way the officer spoke to me made me feel like I shouldn’t have called in the first place and being a complete inconvenience to him and his time. I called 911 and even said I’m unsure if I should call here or the non emergency line, and then took down the information and that was it.

I wasn’t reporting the man for being homeless, and I wasn’t saying he was violent. I was reporting something I had actually witnessed happening in public, on my street, going on three consecutive days.

Was calling 911 appropriate in this situation? And was the officer’s response reasonable, or am I taking the interaction too personally? I understand crazy shit happens all the time everyday 24/7 but this is in front of where I live, and at this point he’s living there, and I have to walk past him everyday and night.
